Ashley Chamberlain, Paralegal — County Attorney  
On May 15, 2025 Referee Jeffrey Hamilton conducted abatement hearings on behalf of the  
Board of County Commissioners pursuant to the authority granted by Resolution No.  
R-008-083. The attached resolution approves the referee’s recommendations and orders a  
separate resolution be prepared for each abatement petition and to notify the petitioners of  
the Board’s decision.

Jeff Garcia, County Attorney — County Attorney  
The Assessor's Office has requested a reduction in value for the following property. The  
values of the subject property has been appealed from the Board of County Commissioners  
(“BOCC”) sitting as the Douglas County Board of Equalization (“BOE”) to the State Board  
of Assessment Appeals (“BAA”). This case may not be settled without approval of the  
BOCC. The Attorney's Office will need settlement authority from the BOCC before signing  
the stipulation with the taxpayer. The information in this memo is a summary of the  
settlement justification offered by the Assessor's Office.

Joel White, Division Chief Patrol — Sheriff  
On April 21, 2025, the Douglas County Seizure Board approved two funding requests  
pertaining to the purchase of drones to include batteries and accessories. Due to the nature of  
the equipment being purchased, a Controlled Equipment Approval Request Form needs to  
ultimately be approved by the DOJ prior to moving forward with the purchase. This form  
requires the approval of the Board of County Commissioners before it can be submitted for  
DOJ approval.  
The drones are utilized for suspect searches, crime scene documentation/evidence search,  
tactical operations, and search and rescue missions. These drones have enhanced color night  
vision and extended range that will aid our teams in these critical missions.

Troy Bahr, Facilities Manager, FFESS — Facilities and Fleet & Emergency Support Services  
Douglas County Facilities, Fleet & Emergency Support Services (FFESS)received funding approval  
in the 2025 Adopted Budget to replace the 27-year-old UPS for the 911 Dispatch Center at the  
Robert A. Christensen Justice Center. In November 2021, an Invitation for Bid process was  
completed, and IFB#035-21 was awarded to DC Group as the successful bidder. A purchase order  
request in the amount of $126,691.61 has been submitted to Douglas County Purchasing for  
processing to complete the Dispatch UPS Replacement.

Robert Half PCS Amendment to extend contractor support for the Budget Department to  
assist with the Dynamics project for an additional spend of $224,640 for 2025. This has been  
budgeted in account 800900 and is awaiting board approval.

Advanced Network Management, Inc. (ANM) is a preferred CISCO partner providing  
CISCO products and solutions to Douglas County. We request Board approval to purchase  
the Cisco Thousand Eyes tool and professional services for the installation. Both goods and  
services will be purchased through Advanced Network Management, Inc. (ANM). Thousand  
Eyes provides Douglas County IT assistance in planning and troubleshooting network  
performance issues proactively. The total cost of $112,746.00 has been budgeted from the  
Technology Fund, 800900.

Sean P. Owens, PE, Special Projects Manager  
Felsburg, Holt & Ullevig, Inc. (FHU) has been selected as the consultant to perform design  
(which includes preliminary and final design, construction plans, specifications, and  
permitting) evaluating improvements along Moore Road and along Waterton Road  
southeast of Moore Road, to handle possible growth in this area, to include a major  
regional park.  
In addition to completing the conceptual design for the infrastructure to support the first  
phase of the proposed Park, and in order to continue with consistency of design and  
acceleration of the Project, staff requested that FHU also complete conceptual design and  
layout for future infrastructure needed to support additional phases and other development  
surrounding the Park.  
Staff negotiated a scope of work and fee with FHU for the Project. Staff is recommending  
entering a PCS Contract with FHU for an amount not to exceed $325,000.00.  
Funding for this PCS is set aside in Fund 230, Business Unit # 800267.

Daniel R. Roberts, P.E., Assistant Director, Operations  
In 2024, Douglas County engaged Communications Infrastructure Group (CIG) to provide  
General Public Information Services support to the County. This contract includes providing  
comprehensive and cohesive outreach efforts to communicate both construction impacts and  
how the Douglas County Board of County Commissioners prioritizes Transportation for its  
citizens. The original contract amount was for $96,000.  
In August of 2025, Amendment No. 1 was processed and approved, extending the contract’s  
term through September 30, 2025.  
Amendment No. 2 will provide additional funding for a total amount of $60,000 to provide  
these services for the Pine Drive and Hilltop Road Construction Projects. Both projects will  
be under construction in 2025 and extend into 2026. The new total contract amount will be  
$156,000. The amendment will also extend the contract through February 28, 2026.  
Funding for Amendment No. 2 will come from two Business Units (BU), as follows:  
BU 800464.443600 (Pine Drive) in Fund 230, for $30,000; and  
BU 800156.443600 (Hilltop Road) in Fund 230, for $30,000.

Amy Strouthopoulos, P.E., Pavement Management Supervisor — Department of Public  
Works Engineering  
On February 11, 2025, the Board of County Commissioners approved a Construction  
Contract with Brannan Sand and Gravel Company, LLC, in the amount of $11,011,969.30  
for the 2025 Asphalt Overlay Project (PO #2025202).  
We are requesting the project be amended to add funds to allow the mill and overlay of E.  
Parker Rd., Timber Meadow Ct., Wagon Wheel Way, Trail North Dr., W. Trail South Dr.,  
Remuda Ranch Parkway; as well as the overlay of Summit St., Valley Park entrance, and the  
Rueter-Hess reservoir entrance which are currently gravel roads. Additionally, a deceleration  
lane will be constructed on Hess Road at the entrance to Rueter-Hess reservoir.  
The net result of Change Order Number 1 for this additional scope of work is $2,000,000.00.  
If approved, the new contract amount will be $13,011,969.30. We are also requesting to  
extend the contract term by 30 additional days, or through September 30, 2025.  
Funding for this change order will come from Business Unit 800117, in Fund 230, for  
$2,000,000.00, to create a new PO for the project.

q. Four Budget Reallocations in Order to Advance Several Other Capital Improvements  
Projects due to Favorable Bid Results from the Hilltop Road Phase 1 Improvement Project,

The Douglas County Board of Commissioners recently awarded a construction contract for  
the Hilltop Road Phase 1 Improvement Project; and due to favorable competitive bid results,  
surplus funds are available to be transferred to advance other high-priority improvement  
projects. The proposed budget reallocations associated with this recommendation involve  
transfers in both Fund 230 and Fund 235 and are listed below:  
Move $2,000,000 in Fund 230 from BU 800156 to BU 800117 for Pavement Management  
Program Projects.  
Move $500,000 in Fund 230 from BU 800156 to BU 800451 for State Highway 83  
Improvements (Prairie Canyon Ranch Access).  
Move $500,000 in Fund 235 from BU 801514 to BU 801513 for the I-25 / Happy Canyon  
Road Interchange Project.  
Move $3,800,000 in Fund 235 from BU 801514 to BU 801519 for Waterton Road / Eagle  
River Intersection (Roundabout).  
r. Construction Contract with 53 Corporation, Inc. for the Pinery Lakeshore Drive Storm Sewer  
Installation Project in the Amount of $224,500.00, Douglas County Project # SP2025-008.  
Deborah E. Kula, P.E., Special Projects Engineer — Department of Public Works  
Engineering  
The Pinery Lakeshore Drive Storm Sewer Installation Project will involve installing a Type  
C inlet, two (2) manholes, and 236 LF of HP Storm polypropylene storm sewer (HP Storm).  
Lakeshore Drive, originally constructed/established in 1970, is located in Pinery Filing 3 and  
still has its original/minimal storm sewer pipes. Due to flooding concerns experienced along  
Lakeshore Drive, installation of additional storm sewer pipes is needed to alleviate this  
concern.  
County staff requested quotes from four (4) contractors that had completed similar work  
throughout the Front Range. The quotes received are as follows:

The Construction Contract with 53 Corporation, Inc. will be for a total of $224,500.00,  
which includes $37,400.00 of field task line item for any additional work items that arise  
(and are approved by the County in writing) during construction of this retrofit project.  
Funding for this construction contract is set aside in Fund 200, Business Unit  
800506.473200.

Danny Montoya, P.E., Principal Traffic Engineer - Systems — Department of Public Works  
Engineering  
Technology is ever evolving in our world, as it likewise evolves in the traffic signal  
equipment industry. Douglas County traffic signal equipment is primarily based on 1970s  
technology that is gradually being phased out or made obsolete by newer technologies.  
Over the past year, Douglas County Traffic has been evaluating new traffic signal equipment  
to replace obsolete signal equipment, including Econolite Control Products ATC traffic  
signal cabinets and Super Capacitor UPS systems. Based on these evaluations, Douglas  
County Traffic would like to move forward with this purchase to continue the  
retiring/replacing obsolete equipment, which is critical to maintaining our ability to keep  
signal equipment running safely and efficiently now and in the future.  
Additionally, this new traffic signal equipment is targeted to replace obsolete equipment  
along Douglas County’s ATSPM (Advanced Traffic Signal Performance Measures) Pilot  
Project corridor on Lincoln Avenue/University Boulevard, complementing new traffic signal  
controllers and vehicle detection currently being deployed along this corridor for the ATSPM  
project.  
Econolite Control Products, Inc. is the sole provider of this new equipment, which has been  
tested by Douglas County staff to ensure desired functionality.  
Funding is available using Fund 200, Account No. 31660.474370 - Traffic Signals -  
Engineering.

Segment of Right-of-Way for Delbert Road Located Adjacent to the Elora Subdivision  
Development in Elbert County.  
Dirk Zender, Real Property Acquisition Specialist II — Department of Public Works  
Engineering  
MU Elora LLC (“Elora”) is developing certain subdivision improvements in Elbert County  
located adjacent to Douglas County’s northeastern jurisdictional boundary. As part of the  
subdivision development, Elora dedicated additional right-of-way to Elbert County for future  
roadway improvements to Delbert Road located adjacent to the development. It was  
determined that an additional unused segment of right-of-way for Delbert Road is located  
between the existing roadway improvements in Douglas County and the right-of-way tract  
dedicated to Elbert County (the “ROW Segment”). The ROW Segment is located within  
Douglas County’s jurisdictional boundary and is owned by the Elora Commercial  
Metropolitan District (“ECMD”). ECMD wishes to dedicate the ROW Segment to Douglas  
County for continuity.

Dirk Zender, Real Property Acquisition Specialist II — Department of Public Works  
Engineering  
On November 15, 2022, the Board of County Commissioners approved a Public Contract for  
Services with Felsburg Holt & Ullevig, Inc. to provide design services for the Pine Drive  
Widening Project (Lincoln Avenue to Inspiration Drive) (the “Project”). The Project consists  
of widening Pine Drive to 4-lanes north of Lincoln Avenue to increase vehicle capacity and  
safety and installing new traffic signals at the Pine Drive/Ponderosa Drive intersection and  
the Pine Drive/Pine Lane intersection for better traffic progression and improved safety.  
The Project design is complete, and the County is currently performing utility relocations in  
advance of Project construction. In order to construct the Project, the County needs to  
acquire the final right-of-way parcel from a parcel of real property owned by Pine Corporate  
Solutions, LLC (“PCS”). PCS’s real property is encumbered by a conservation easement  
held by Douglas Land Conservancy (“DLC”) that requires the conservation easement interest  
be extinguished from the right-of-way parcel to be acquired by the County through a judicial  
condemnation proceeding. County staff has discussed the Project with PCS and DLC, and  
the parties have reached agreement on the acquisition of the right-of-way and entered into a  
Memorandum of Agreement stipulating the terms of the acquisition process.

Chuck Smith Engineer III — Department of Public Works Engineering  
Windfield Enterprises, LLC is proposing to dedicate right-of-way to Douglas County for a  
cul-de-sac bubble to provide for a turnaround. The right-of-way for the cul-de-sac bubble  
was originally approved by the Board of County Commissioners in March of 2024 and after  
the bubble was constructed, it was determined that a portion of the bubble was constructed  
outside of the dedicated ROW. This dedication captures the entire cul-de-sac bubble.

Establishing Six New Election Precincts in Accordance with Section 1-5-104(1), C.R.S.

The Douglas County Clerk and Recorder, Elections Division, in accordance with section  
1-5-101(3)(b) C.R.S., must evaluate and modify precincts. As a result of this evaluation, six  
new election precincts will be established in accordance with section 1-5-104(1).

Amy Strouthopoulos, P.E., Pavement Engineering Supervisor — Department of Public  
Works Engineering  
The Spring Canyon 2023 LID was created by the County after petitions from the property  
owners within the LIDs were received. The LID will construct water and sanitary sewer  
mains, natural gas and electric mains, and roadway and drainage improvements that will  
allow the lots within the LID to become buildable lots. The County and the Perry Park Water  
and Sanitation District (PPWSD) are partnering to manage the design and construction of the  
improvements. The lot owners within the LIDs will be assessed an equal share of the total  
project costs of the improvements, including the cost of this design contract.  
TST Infrastructure is the civil engineering consultant that PPWSD is using to design water  
and sanitary sewer mains for the district, including for LIDs. To reduce costs and provide  
design efficiency for the LID, the County will utilize TST to complete the design of the  
roadway and drainage improvements for the LID in conjunction with the design of the water  
and sanitary sewer mains. Based on past performance on similar LID projects completed for  
the County and PPWSD, and their unique knowledge of the project and associated  
infrastructure, including a water storage tank and sanitary sewer lift station, staff is  
recommending using TST for the design work associated with the LID.  
Funding for this project will advance from Business Unit 800731 in Fund 350, in the amount  
of $957,000.00. The County will receive a bank loan for the LID, and will reimburse this  
Business Unit in 2026, once the construction contract is awarded.
