Fishery Management
Maleia Good, PWSD, briefed the Board about the recent meeting with the state and the
latest update from Aqua Sierra.
The state has paused the stocking until access and visitation increase at the reservoir.
The state recommends completing the master plan with steps in place to expand usage.
The Board discussed possible steps to increase visitation and expanded access to the
reservoir.
Aqua Sierra will be looking for spawning and maturity of fish in the reservoir. The fish
habitat may be increasing naturally with the submerged scrub oak along the shore.
PWSD is looking into other solutions to expand habitat and how to raise fish and move
them to Rueter-Hess.
Budgeting amounts for the fishery sustainability and growth in next few years is
imperative. The Rueter-Hess Advisory Board will need to budget $50,000 for stocking,
the biologic annual assessment, and the fishery management. In addition, another 10,000
should be budgeted for the habitat structures. The annual budget should include these
items.
Aqua Sierra is looking at different types of structures and will be recommending a plan
with the RAB soon.

Cost Recovery
The Board discussed staffing, expenditures, and goals to cost recovery while remaining
affordable and accessible for the citizens.
The Board discussed and would recommend to waiving the Special Use application fee
of $200 and to use the Special Use Fees of Parks and Trails to increase visitation to the
BOCC.
Increasing exposure and spotlighting the reservoir through publications and social media
may increase visitation.
The Board discussed last year's visitation data and anticipate an increase in visitation and
Special Use for the 2024 paddle season.
